Referring to my telegram of 27th. September China,
Siam. As regards Japan, black list is merely list of firms in Japan with whom trading is not forbidden nor penalised but ship-
-ments consigned to whom are on occasion liable to detention if there are grounds for suspicion that they reach the enemy ultimate- -ly. Shipments by such firms therefore need not be detained and shipments to them should not be detained except on my instructions.
The instructions contained in my telegram of 27th. September as to the Japanese black list are varied to extent above.
